Which List Is Live?
Chip'n WIN publishes two exclusion lists that don't agree. The Sweeps Rules (§3.2, v1.0 — untouched since October 10, 2024) exclude four states: Washington, Nevada, Michigan, and Idaho, plus US territories and everywhere outside the US. The ToS (Cl. 1.4 / 3.4, v1.4 — updated January 26, 2026) excludes those four plus seven more: Connecticut, New Jersey, Montana, Louisiana, New York, California, and Tennessee. Eleven total. The rules document most reviewers quote is the stale one; the operative document is the newer ToS, and our tracker carries its 11-state list. If you're in one of the seven added states and a review site told you Chip'n WIN was fine, this is why.

There is no GC-only fallback tier in either document — exclusion is total. And the two lists are part of a larger drafting split: the same pair of documents also disagree on governing law (Delaware vs New York) and arbitration forum, which we unpack in Is Chip'n WIN Legit?.
18+, Not 21+
Both official documents set the age at 18, or the local age of majority if higher (Sweeps Rules §3.2; ToS Cl. 3.1). Review sites saying "21+" are contradicting the operator's own paper. Staff households are separately ineligible — anyone sharing a residence with an employee for 3+ months a year (Cl. 3.9; §3.8).
Florida: Eligible, but Capped Per Spin
Florida appears on neither exclusion list, but both documents cap any single spin or play at $5,000 for Florida players (§7.3; ToS Cl. 6.2.2). A $9,000 jackpot in Tampa pays $5,000. Combined with the $1,000/day redemption cap, a big Florida win both shrinks and then drips out — the mechanics are on the payout times page.
The Mail-In Residency Trap
State matters twice here. Beyond eligibility, the free-entry mail-in is void if the card is mailed from any state other than your verified residence (§4.9) — the postmark is evidence.
