Twenty-Two States, Zero Fallback
The exclusion list sits in the ToS intro itself — not buried in a rules annex — and it is the longest we track: 22 states where you cannot use Baba Casino at all. There is no published Gold-Coins-only tier, no "you can play but not redeem" middle ground. Where most large operators block 5–7 states and downgrade a few more to GC-only mode, Baba's line is binary: in or out. Service is US-only, age 21+, and underage accounts are terminated with records voided.

We can't tell you the reasoning — the operator doesn't publish it. What we can say is the pattern is consistent with a small, newer operator (launched November 2024) taking a maximal-caution compliance posture rather than fighting for marginal states. The cost lands on players: roughly a third of the country is simply out.
Delaware Is Banned. Delaware Is Also the Law.
A quirk worth naming: the ToS picks Delaware governing law and routes non-arbitrated disputes exclusively to Delaware courts — while banning Delaware residents from playing. Your contract lives in a state you can't play from, and if arbitration does engage, the hearing venue is listed as "Tel Aviv/Israel" or remote. Eligibility Is Continuous, Not a Signup Question
The banned-state check isn't a one-time gate at registration. Redemptions pend until verification completes, and verification includes where you are and where you live. A player who signs up from an eligible state and later moves to one of the 22 — or plays through a VPN from inside one — is building a balance the operator can decline to pay at the verification step. Sumsub's location checks have false-flagged even legitimate players as VPN traffic; actually being in a banned state is not a flag you can clear from a desktop. The mail-in route enforces the same line: entries posted from prohibited states are void.
