One Blocked State, Sixteen on the GC-Only List

Modo's geography rules live in two places in the official documents — ToS 3.4/3.5 and Sweeps Rules §2 — and we read both PDFs (updated May 29, 2026) in full. They produce two very different lists.

List one: the Restricted Territory. Washington State, plus everywhere outside the United States. No access to the platform at all — not the games, not the Gold Coin store, nothing.

List two: the "GC Only States." Sixteen states where the site works and purchases go through, but Sweeps Coins play — and therefore all redemption — is off: AZ, CA, CT, DE, ID, IN, LA, ME, MI, MT, NV, NJ, NY, TN, WA, WV. Our tracker carries 16 for this list.

Sharp-eyed readers will spot the quirk: Washington appears on both lists. The GC-only list names 16 states, but WA is separately banned from everything, so the practical count is fifteen states stuck in Gold-Coin-only mode and one state locked out entirely. The operator's own documents double-book WA; we report it as the documents print it and count it the way it actually bites.

The GC-Only Trap, Spelled Out

In the fifteen playable GC-only states, Modo will let you register, verify, and buy Gold Coin packages — checkout doesn't stop you. What the list removes is the entire Sweeps Coins layer: no SC contests, no redeemable balance, no path to the 20 SC gift-card tier or the 50 SC cash tier, and no point mailing an AMOE envelope. Every dollar in is entertainment spend with no dollar out. That's a legal product — Gold Coin play is just a social casino — but it is not the product the ads show, and the store hangs no warning banner in those states.

Why This List Is Long

Sixteen is one of the longest GC-only lists we track — most operators bar sweeps play in somewhere between five and thirteen states. The usual suspects are here (WA blocked; ID, MI, MT, NV on the no-sweeps list; NY and CT joining industry-wide through 2025), but Modo also lists AZ, DE, IN, LA, ME, TN, and WV, several of which most competitors still serve. The Delaware entry is its own small irony: ARB Gaming, LLC is itself a Delaware LLC that won't run sweeps for Delaware residents.

California gets a different treatment: still listed GC-only, and paired with a contract-level shield — all California residents waive Civil Code §1542 unknown-claims protection (ToS 22.9), language added as the state's AB831 bill advanced. Florida is the opposite of banned: fully playable, but cash-outs cap at $5,000 per monthly Entry Period with the excess deferred to following months (Sweeps Rules §9). A big Florida win becomes a monthly drip — the timing consequences are on the payout times page.
